Oh..Jim Miklaszewski says there is no evidence yet that higher ups in the ISI, Pak military or Pak government would have known, Binnie might have being protected just by lower rungs. Don't believe it. Intentional stove piping. Intentional looking the other way. Intentionally granted wholesale autonomy. This gives plausible deniability. (That seems to the the import of Mik's reference to the lack of a "monolithic" nature).
That's the Pak game. Our government has to decide whether it will continue to put up with it.
